Pour in the chicken or vegetable broth, heavy cream, milk, Parmesan cheese, soy sauce, salt, and pepper. Bring to a simmer and cook for 5 minutes, stirring occasionally.
Cook the Noodles: While the broth is simmering, cook the ramen noodles according to package directions. Drain and set aside.
Assemble the Ramen: Divide the noodles among serving bowls. Ladle the hot broth over the noodles. Top with soft-boiled eggs, scallions, nori, and sriracha sauce, to taste.
